Shields in military compartment

Why can most defense modules fit in a military slot but a shield generator cannot? I can put shield cell banks in there to aid defense but I can't put a shield generator in there. Why? Is this something that was thought about and a good reason developed for not allowing it or was it just inconvenient to program and/or not thought of? If anyone has an answer, I'm curious.

Would be nice, I also asked fdev ones for anything put in a military slot to have small boost. Meaning things like hull reinforcement packs would be stronger in them.

Sort of makes fitter or combat focused ships harder
