Ship/Module Transfers...

In light of @Paul_Crowther 's thread. I'd like to offer something related to, but outside the scope of the question he asked.

While I don't have a problem with the times, for ships and modules. I would like the ability to send OUTGOING transfers. Meaning let's say I know I plan to be in the area of Deceit to work on a FSD for a ship. I'd like to be able to SEND that ship to a nearby station of the Engineer for me to fly to later. Nothing different past that, transfer times would be exactly the same, it's just I'm sending a ship OUT not bringing it IN.

Obviously, a few caveats just to make it somewhat fair and not unwieldy with a gargantuan list of every station and dockable in game. I'd limit the available list to stations/carriers to the following as a must:

Required Requirements.
A) has to have a shipyard to receive the ship (obviously)(in case of carrier, owner must have shipyard and the module ON to be able to receive ships from other players. Owners themselves would have the function automatically since owners already have shipyard/fitting for personal use automatically.)
B) Is a station/carrier that the pilot themselves has personally been to. (at least once.)

I see these as musts for such a system to even work. the journal treats stations you've been to different than ones you haven't. Not sure what other data is populated, but I feel that these two are basically required for this to work.

Optional requirements (for potential gameplay reasons)
C) minimum required standing with owner of station/carrier. (cordial, friendly, ally, etc.) (carrier, depends on docking permission set by owner, either open, or friend/squad of carrier owner. Basically if you can't land on it with your permissions, you cant send ships/modules to it.)
D) potential notoriety restriction depending on the station/carrier (lawless wouldn't care, but civilized faction space might.) (Also powerplay, I don't play it, so not gonna suggest anything specific.) (carrier owner must have allow notorious on to be available to such CMDRs. Again like docking perms, if you can't dock as a notorious cmdr, you cant send anything to it.)
E) No cargo can be in the ship. (to prevent automated cargo transfers. But then again, maybe that could be a thing, i don't know. separate discussion.)


Related but even more optional.
F) Going from the standing idea from C), if say Friendly or Allied, allow remote buy of modules or ships to then initiate a transfer later. (This is just a related thought and wanted to float it, but it's not a deal breaker if it isn't acceptable.) (Perhaps a permission in the carrier management that would allow/deny the ability to remote buy, or restrict it to friends/squadron, so carrier owners aren't drained of their stock by trolls. Conversely, it would be cool if a carrier owner can get their stock refilled by initiating a remote buy order from carrier admin system they have standing with, and wait for the shipment.)

The possibility to dispatch ships was also suggested in the 22 page long thread....

Yes since Elite players... You know they will.
