Sure, there are pirates in the galaxy. Some people are too lazy to work and so try to steal things to make money.
Most of these pirates must be incredibly stupid though. They settle for a handful of millions of cargo which they take from vessels that can cost hundreds of millions.

If given the option I'd rather pirate ships than cargo.
  • Concentrate fire on the life support systems
  • Blow the canope
  • Follow the wounded prey until the pilot expires
  • Deploy a boarding pod (could be a specialised "figther") and let your crewmember (AI or multi) board the ship.
  • Sell the thing (at a reduced price, it's 'black market' now) at the nearest station with a black market.

For the expired pilot everything will look the same as when their ship gets blown up. They can rebuy it for the insurance fee.

If ever space-legs comes around (I personally hope not) you can have on-board PVP when a commander tries to get intruders off his ship. Something cool to do for space-legs. ;)

Pirates in the Elite series have never made economic sense - forget the idea of stealing other people's ships, if they just sold the ships they were already flying they'd make considerably more money than they ever get from stealing cargo, and without getting killed too.
 
Frontier has said that they want to have boarding and ship piracy and has even gone as far to say that they want security turrets inside ships. But this wont be a thing until after space legs is introduced is Q4 of 2020.
