What I really want is a 'paint job editor' that would allow us to customise the colours of our ships.

Now this I would love to see. But it won't happen for two reasons.
1. FD make a profit from selling skins as premium products.
2. Gamers just aren't mature enough, overall, to not make crude images on their ships. Just look at Forza 3 after FM4 released. They sopped moderating it and boom, Richards everywhere.

There isn't really any one specific reason, it's purely down to the amount of work involved, there are quite a few PDLC items.
I proposed a solution for this, can't find the thread. Long story short:
Allow players to pay a low, one-time fee to sell custom designed- and FD approved- skins in an online shop, and if one sells, then FD gets their usual profit, and the designer gets in-game credits and gets to use the skin for free. This way, FD gets their money, we get to design skins, and we have the motivation to continue to create free content for them to sell at premium price. Other than the fact that they would have to create a customizing engine (which I have zero idea about other than it takes programming skills I will never have) and have someone review and approve skins, what have they got to lose?
Besides, charging the one time fee means that those who only have a mild interest in painting the world in wieners and vag would be driven away. Only those dedicated to the craft would bother submitting their poorly cobbled faux-purnagraphiez, and even if the occasional be-pantied keister makes it to the review stage... have you seen some of the cheesecake that was plastered on the sides of some WWII planes? That sort of thing fits right into the genre.
P.S., Frontier, if your only problem with this solution is finding someone to take the tedious job of reviewing skins to see if they are acceptable for public consumption, I am looking for a new job, and you'd get me a lot cheaper than those who can actually code.

You're implying that there's something which is time consuming that needs to be done for each piece of PDLC. Which is an implication, not an actual answer.
And you've also NOT answered anything about the percentage of progress made on this front AND you've avoided his questions about MS's involvement.

What work? Work with the skins? With the store? With the price? With MS?
It sounds like you're saying that, excluding the actual assets themselves (the paint jobs) and possibly the ingame livery UI, every part of the client and backend systems to allow players to buy paint jobs in game has had to be redone to work on the XBox platform.
If that's the case, I can understand it taking a while.
There's a little bit of work to make the skins appear in the outfitting menu in the game, we are working on the Store and the payment system, as well as making sure all the PDLC images, descriptions, etc.... work on the Xbox. As I said, it's not really any one specific reason, it's purely down to the amount of work involved. Once they are available, our Marketing & Community Teams will be making sure that everyone knows, until that time there's little more I can add.

a while ago somebody asked on the forums to use the XboxOne gamehub section for posting information about the development and progress on the game, also it can be used to post updates regarding ingame events such as Community Goals, or stuff related the Background simulation.
Developers like DICE, Rockstar, and many more are using this feature a lot.
I think if used correctly, this could be very usefull as well for us gamers, and for you guys.
Really think this is something to look into.
