The idea is to use cargo modules or special ship armory modules to store extra ammunition for your weapon on your ship. Because if I can reload my weapon on station, then why I cannot buy some extra to carry it with me to the battle.
Synthesis menu allows us to create and reload our guns during combat, which implies that our ship has some mechanisms of synthesizing and delivering ammunitions to hard points. Following the logic, we must be able to purchase some sort of extra ammo cartridges for our weapons on a station, just like limpet drones. Advanced ammunition with higher damage would still have to be synthesized manually.
Those cartridges can be stored in either cargo modules (ideal option) or special armory modules (like passenger cabins for passengers). Cartridge type and volume it occupies would depend on type of weapon and its grade. For example, a cartridge of bullets for Grade1 multi-cannon occupy 1 unit of cargo, G2 and G3 2 and 3 units of cargo consequently, because of different calibers. That would make weapons like torpedoes, rockets and fragment cannons more attractive to use (especially torpedoes). Weapon, which has special effect like hot or corrosive bullets, can use separate ammo cartridge (however, it might be unnecessary complication).
Reload would have to be done manually through right modules menu. When you use the cartridge it would fully reload selected weapon ammo (even if it is only half empty it would still use whole cartridge). In addition, it would disable the weapon for reloading time, which again depends on weapon type and its grade (much longer than normal reloading time).
This armory can also store rearm cartridges for heat sinks, chaffs, shield cell banks and other consumables, which reload in the same manner as ammunition.
