Shipyards Offline After Trailblazers Update 3

No shipyard for me. Station has not been spun up yet:

Should additional construction keep the status, do let me know; got a few systems with small construction spots and I want to make sure if I should avoid making ANY additional outposts and/or facilities there.
 
It used to offer a Sidewinder, and an Adder.
This is exactly what we were told was going to happen:
We will be implementing a change early next week that raises the minimum tech level within a system which contains only a Tier 2 or 3 port. This in turn will enable the shipyard and outfitting services without the need to build the system out further.

Please note that the stock type will remain affected by tech level.

The shipyard feature gets enabled due to the tech level being "faked" higher than it really is, but the ships for sale (and available outfitting modules) reflect the "real" tech level.

Correct, which is why after I can get as much money out of the CG that I can, I will be building.

Nothing is being "faked". First, deadlined, stations come equipped with a working shipyard to make further expansion worth the players time. I would be doing ZERO colonization if I couldn't park my ships anywhere in "my" colony
 
Added a refinery to a planet that had a port and then the crew lounge, cartographics and shipyard disappeared.
