I think it is an equal to trading and combat and should have rankings to Elite.
Quadruple Elite sounds good to me.

The bar would have to be really high on any Mining rank whilst VO's are still a thing.

Agreed. I think FDEV will do it this year. They put too much into mining to have it obscured by a trade rank.
