This is a blueprint concept on how Site B mode could be implemented.
The main goal here is to sustain an artificial ecosystem on (INSERT ISLAND NAME HERE). There will be no fences and no guests physically on the ground. There will be 2 sources of income. The vehicle tour ride (based of the gyrosphere's stealth technology but built to be a larger vehicle) There will also be the Dinocams (think of an eaglecam that receives donations) More dinosaurs that show up= more donations.
The sustainability of the ecosystem aspect is focused on keeping the free dinosaurs healthy and happy while managing a food web of sorts. You will need to balance the carnivore herbivore ratio in a way where the carnivores don't kill too many herbivores and where there are enough carnivores to eat the herbivores. I should mention the dinosaurs do in fact breed in this DLC so that will need to be accounted for. You will be able to clone dinosaurs but you will lose the campaign (if there is one) or the challenge mode if all the dinosaurs die and you are unable to afford to repopulate the island. Diseases will also need to be accounted for. Lucky the helicopter is equipped to handle this. All the dinosaurs will be able to be cloned (even the hybrids) in this attempt to create and maintain the lives of these dinosaurs that whether we approve or disapprove, exist in our new Jurassic World.
There could also be certain "Exclusion Zones" on the mainland but that is another can of worms.
