Small change to Notoriety that should please everyone!

Thanks for a wonderful, ever-evolving game!

My suggestion is:

Notoriety gained through killing players [EDITED: 7-May-2019]. (perhaps only over a certain number of points) could mean you can only play in OPEN PLAY until cleared down.

What is Notoriety?
  • When you commit a murder your Notoriety is increased by one unit up to a maximum of ten.
  • Notoriety is applied to your commander, not your ship.
  • The higher your Notoriety, the higher the bounty on your head.
  • If you murder another player (i.e. not an NPC) the higher your Notoriety, the lower their rebuy cost.
  • If your Notoriety becomes too high you will attract the attention of the ATR.
  • Notoriety decreases one unit every two hours of play when obeying the law.
  • Notoriety does decay while docked, however, it will not update in your statistics until you undock and jump to supercruise.

Advantages:
  • PVP community would love it because open is the only place to be!
  • When you got notoriety, you would have to keep on the move, take cover in anarchy systems to relieve the pressure, be very careful in normal systems, or sit in the station not playing
  • The advantage to the PVP community is an advantage to people who want to avoid them as well.
  • It encourages consistent game play (e.g. PVP bounty hunting, a more convincing pirate's life)
Can people suggest more advantages and maybe some potential disadvantages?

Well, notoriety in PvE... who cares.
Notoriety gained in open, you stay in open. Perhaps a bounty signal on the galmap.

Honestly, I have nothing new, been discussed to death.
 
I don't get it. I'm a Solo player, I've always been a Solo player, and Frontier promised a game that could be played solo. What reason could there be to lock me out of gameplay (against NPCs)? Am I bothering the OP if I engage in piracy on the high seas of my private instance?
 
I always played in open,until one CG. When I was ganked by an Elite combat pilot. Me, being a novice at the time. Dropped into a rescue CG. No one else there. Deployed limpets. Heard someone drop in and I was rammed then killed. No chance to fight. Did the rebuy, went to the other CG spot. Dropped in and again alone. Picked up pods. Waited picked up more pods and Bam the same commander drops in, rams and fires. Killed again. Another rebuy. Come out of the station, jump to supercruse. Get interdicted. Same commander. Another rebuy. Look him up on Inara. Says he only kills Compentent and above.

Now tell me again why I should pvp at all, let alone be forced to do it just because you like it?

You play your way. Let the rest of us play ours.

Can we say Epic idea Fail? No one should be FORCED into Open. I have to give your idea a double. (n)(n) Listen Op. A lot of the Orginal Old school Elite players like to live their game in solo. Even me. I played Elite 35 years ago solo and still play Elite Dangerous in Solo.

I do not want my Friends FORCED into Open because you are a PvP.

Now Elite Dangerous is about Choices. One of those choices is the Option to go into Open, Solo or Private mode at any time. This was discussed a lot in 2013 before Elite Dangerous was even a game.
 
Or make people with high notoriety only welcome at stations controlled by anarchists. That way, if you are bad then you have to travel and no 'civilised' station will accept you due to your badness.
 
OP, you make it sound as if people murdering other players sit out their notoriety in solo.
I can assure you this is not the case, the only thing you would get is more "I accidentally killed a NPC and now I get ganked in open for it" threads.

I don't want multiplayer and I do reject being forced into it.
I would simply stop playing.
Stop trying to force me to play the game your way.

If notoriety was exclusively PvP related and not just a universal one-size-fits-all-none solution to murder across the board it might be a fun idea. I think a lot of people both of PvE and PvP persuasions would like better, more engaging C&P and the possibility to actually do player bounty hunting/law enforcement... even gankers want this because hey, it's content and it'd be a laugh for those that like mucking about with other humans.

However, contrary to the general assumption that notoriety is geared towards controlling PKing, (which, lol, if it was what a remarkable failure) Fdev have gone on record (forget the stream exactly) saying it was primarily conceived to stop BGS manipulation through mass murder (of NPC cops generally). It's a PvE conceit to try and stop people moving sand in this sandbox. I believe the quote was "certain powerful commanders having an undue effect on the BGS" or something.

Given how easily notoriety is picked up in PvE it isn't safe to assume all, or even that many people with notoriety are PvP-ready, able or willing.

The idea of player-centric bounty hunting and Open-only corners of the game for those that want it is a good one: promoting healthier PvP outlets with actual stakes and structure as opposed to random bulljankery and auto-regulated Discord-based ebushido should be a priority; it would benefit a wide spectrum of players, including PvE players who are harrassed by low-grade PvPers with nothing better to do. Notoriety, though, isn't the way to achieve this (It isn't the way to achieve anything, IMO, but that's not the point.)

I would support this.

People who play solo/PvE are completely unaffected.

I'd go for CMDRs of certain levels of notoriety showing up on the galaxy map.

That makes a lot of sense.
I would definitely support the proposal this way.
I even think it is a logical change and wonder why the game isn't that way already.
