Smoooooooooooooooth- stutter is gone!

Have you tried using the loop buffer in fraps to solve your issue? So you're sort of recording, but not really until you press record for proper and it adds on the loop buffer at the start. If you use loop buffer but don't start proper recording it may still be running the stuff that fixes your stutter.

Weird "fix" by the way - using an app that you'd think would add an overhead.
I don't think the loop buffer works. It is set at 30 seconds, but nothing is ever added to the recorded videos and there seems to be no way to 'enable' it.... :S

I don't use fraps but IIRC you press and hold record until the counter goes pink? Then next time you press record it would go red? If you just short press then you wouldn't be starting the loop buffer ever. It's been a while, I may be wrong. :)

Agreed! and I really wish people would stop posting that it is fixed, or atleast add into the title of their post fixed for them...
 
I just tried:
V-sync on
FV: 75Hz
Framelimit: 30/45/60

No stutter

V-sync in
FV: 75Hz
Framelimit: off
stutter and hot GPU
