So, engineering...

I want to start getting into engineering, the two people i can go visit, once they allow me to, are Felicity Farseer and Elvira Martuuk. They both offer G5 FSD upgrades.

Do they both offer the same upgrades or do they each offer different perks or something?

Regarding blueprints, you can only save ONE blueprint from each Engineer so choose wisely. Oh and another thing, whilst you can use the blueprints at any station that has the remote facility, you will see need to return to an Engineer to get any Experimentals applied. A good practise is to apply the experimental as soon as you finish G1, that way even if you run out of mats when at the Engineer you can finish that part via the remote engineering and you won't have to return to the Engineer.

To be pedantic, although Farseer and Martuuk offer the same G5 FSD mod's, they offer other, different, stuff too.

Auntie Felicity is probably the best "get you started" engineer.
She offers her FSD mod's and lower-level mod's for thrusters, power plants, sensors and other stuff too.

Martuuk offers some lower-tier stuff as well but really the only thing that's useful is her mod's for your Shield.

When it comes to pinning blueprints, the way I looked at it was that if I'd pinned an FSD mod' from Martuuk, none of Farseers other "get you started" mod's would have been useful.
That being the case, I pinned the long-range FSD mod' from Farseer and then I pinned a Shield mod' from Martuuk - cos the ability to apply a G3 Shield mod' is, at least, fairly useful.

It won't matter which one you start with - but in the end, you'll want to unlock both, as they give access to different strings of other engineers. See the above Inara link (spoilers!) for the full picture.
