I remember trying to bring the PP goods to some of the systems my power could expand to and only getting a message that CC balance is too low. How is the list of systems determined? Is it whoever brought those goods first? Essentially, waiting for the server reset and then racing to the desired system?
I assume you mean the list seen in the Preparation tab of the powerplay screen. This is determined exclusively by how many tons of <insert preparation commodity here> have been delivered. There's no limit to how many systems you can deliver to, but only the top-10 current recipients are shown in the Preparation tab. So it is never truely set - you can always put different systems into it by putting enough goods towards them to beat an existing system on the list.

I am positive the game wasn't allowing me to deliver the preparation commodity claiming that CC reserves were too low and we only had 2 systems on the preparation list at that time. I guess I'll have to try again.
Kurush there is a known bug that sometimes causes this to occur for certain powers. Also - if your power is in turmoil you will get this message as well I believe.
Which power are you pledged to?
That was Archon about a month ago. And it wasn't turmoil but the CC value was low enough.
