I don't believe there is such a rule!You're just ignoring the point that others have made before over the last 2 years, ie
I mean none of us know for sure what the contracts say. FDEV know what they can and can't do contractually, and what makes financial sense.
There are many examples of games having next gen only features, patches and expansions etc, with or without ongoing support for their last gen versions...
(Some of which i have either listed in this thread already or elsewhere on the forum recently!



Some games launch with significantly different versions or diverge shortly or long after launch...
All this surely wouldn't happen if there were any rules about maintaining parity between all versions and thus "holding the next gen version back" if last gen version is updated or looked at, at all!
