Ignore him. That smacks of an anti-C&P post by someone who doesn't understand how it actually works... hard to land, let alone change ships when stations are hostile, nevermind the lingering faction rep issue.
 
If it works so well , why can murder hobo's in Founders still happily dock there ? May work for crimes against npc's , players not so much.

Also I note he didn't die and even felt so little threat from the ATR response at notoriety 10 that he fought successive waves to see how long he could last, not very effective cops.

Superpower bounty, yes.

TBH on that occasion things got a bit out of hand, I was only really intending to do a couple of missions then park it for the night.

It’s now clear I need to plan my life of crime with a bit more thought.

Because they havn't bottomed their rep with the Controlling faction to hostile. Murdering a few randoms won't do that. It will earn you a wanted tag, which is easy to sort at a nearby IF. If you can be bothered.

As for the ATR, that's a deeper game/spawn balancing issue that extends across the whole game. I'm doing some diplomatic bag acquisitions atm, and I can send off my breakers & collectors, then open my cargo hatch and sit completely still having a snack while my target's hired security buzzes around me making lots of noise and being completely ineffective. The hardest part of these missions is collecting all the bags before system security destroys my primary target.

Blast the Hell out of everyone, gain n.10, find a pad, go to bed, wake up, pay fine, and you're golden again!

I think you actually have to be active to drop notoriety, and if your murder spree makes you hostile to factions that stays, even if you pay off your bounty. In reality the C + P tries to hobble BGS murder.
 
I took a few missions of questionable legality and after some casualties (I shot the Sheriff and the Deputy) got a notoriety of 5 or so.

Not a problem as I was a few systems from home where I remained heartily welcome.

That was until I took another mission, still a fair distance away but I got a bit carried away and stayed in the fight just to see how long I could survive against successive waves of ATR!

Notoriety 10.

By the time I bugged out and wandered home I found that pretty much every system with a base was hostile to me. Which wasn't much fun in a Vette with a range of ~17 ly!

I eventually found a safe haven and on my last gasp of fuel made it to safety.

What did I do wrong?

In the end I just left the game running to wipe the notoriety and paid the massive fine. I'm OK with being wanted in a few systems but everywhere was a bit too daring...
I mean... when you kill the authorities, the Pilot’s Federation is right to frown upon you. You dug your own grave, and you’re lucky you didn’t have to lay in it.

I really didn't mind what happened.

Yes once they have stabilised the Arx earning mechanic I see them using almost the same mechanic to reduce your notoriety and eliminating most of the time factor.
