An explorer offering to boost my Frame drive and asking me to come visit her. Problem is the mail doesn't bother to tell me where she lives so how do I find this NPC mission giver? The mail says the location has been added to my map but I can't find it. I do have this weird icon on my map, a circle within a diamond within a square but I can't click on it and I have no clue what it's for. Anyone any ideas what that's about and how I find this mysterious NPC?

probably worth a relog. You will hear that a lot going forward 
Then look on the map or in the right panel at the section called 'engineers'. Their symbol is a hexagon, not a diamond. There is a key to the symbols on the map menu somewhere.
Edit: And don't go visit her in Open. Unless prepared for a fight. Gankers love her system.

That indicator is showing you where in the galaxy the engineer is, they will be on a moon installation so you will need to zoom in on the system. Once you have the system plotted and arrive look at the system map which will correlate that marker to the relevant moon.
Of course there are multiple ways to find this info, but this is the simplest, you can of course just keep zooming in on the gal map and open the system map then (if you have that system data). Or you can just Google the info and directly type the system into the nav panel.

Yea if you visit her do it in solo/group because in open a bunch of tragic souls inhabit the system to catch unaware commanders.

Her location is in your bookmarks if you have not already found her. And, yes, as others have pointed out. It is best to pickup your meta-alloy and go there in solo at least the first time. Maybe try open if you feel like running the gauntlet after you have her unlocked.
Like as not you will be able to buy a meta-alloy at a FC in system at a bit of an inflated price, or you can fly all the way out to Darnielle's Progress in Maia system and buy one there.

On my first ever trip to Deciat (it was in Open) a kind CMDR interditcted me to explain the dangers of that system and how to avoid gankers, after that he wished me good luck and I carried on with no further incidents!
On my latest trip to Deciat in Open (a few weeks ago), someone in a Vulture tried to bully me because I was pointing in his direction with an unarmed exploration Phantom.
The greatest danger in Deciat, however, is the system chat. I feel it kills neurons by the million, and can possibly make one's eyes bleed.
