How am i supossed to get a sol system permit?

You need to rank up to Petty Officer with Federation Ranks. Then the Sol permit will be issued.

Gain the rank of Petty Officer in the federal navy, and you will gain the Sol permit.

Well yeah, but this kind of thing could/should be explained in-game. Maybe in some kind of in-game "codex" or something - I dunno...
If you want just to look at the Earth you may ask someone with that permit to take you onboard. Multicrew! I used it for making some screenshots in last year. And I'm happy now.
