In 2.4 IF could be found at any station in a low security system. They still can be, but in the final release of bete 3.0 they added an IF to any station controlled by an anarchy faction regardless of system security level.

Presumably that means they will be at any station in an anarchy faction (as long as the controlling faction of the station is anarchy), but I also found one at a station in a medium security system as that station was controlled by an anarchy faction.

Also, it's not like these people were playing 2.4 either. Heck, I've not initiated any PvP after 2.4 either. I donät know what's what anymore. Many quit a year ago, some as far back as when engineers came. Now as there is some sense of reason to engineering many many were coming back, but now what seems like the majority of them have cancelled their return. Can't say that'd be a good thing, personally.

Think the approach is fully intentional. "Evening out" the battleground between hardcore pvp'ers in small ships and pve/casual-oriented pilots.

If you can't pay off a fine it's a bug and should be reported. Bugs are to be expected with a major release.

If they can't be bothered to learn the new rules of C&P, that's on them. There is nothing to the rules, really.

As for the engineers, yes. The idea was to make them more accessible to casual players.
 
I still have no idea how to get rid of PP faction bounties.

The other day I was testing the shiny new DD5 of my all-frag FAS in a HazRes (good old double shot + screening shell frags engineered to teh limits in the old system with ridiculous amount of overall DPS, enough to one (actually three)-shot an NPC Python with the help of a slight ram), when one of the omnipresent over-zealous Sirius Security Viper guys (I call them the Suicide Squad of the People's Front of Sirius) buzzed across the edge of my frag cloud in his desperate attempt to scan me.

Yes I know, I know, situational awareness and all that, although once the frag shot is released there is very little you can do in order to keep the evil away (apart from the appropriate prayers and the very limited shamanic dances the pilot's seat allows you to perform, that is).

Long story short: although by the exceptional mercy of space gods the poor chap survived, he inevitably suffered some amount of damage, so now I have a measly 1000 Cr bounty on my head ship in Li Yong-Rui. No big deal, I can live with it, but I thought it was time to see how the new C&P system was supposed to work, so I visited a nearby Interstellar Factors contact.

Although the very first line on the contact's page explicitly claims (no fine print part, no strings attached) that I can pay off any bounties here as long as my notoriety level is 0 (which it is), there is no option anywhere to pay off anything. What am I doing wrong?

Kinetic weapons will do that. Has happened to me, too.

Anyways, regarding that bounty. Are you pledged to a power? Or did you just pick up a PP bounty without being pledged?

PP bounties cannot be paid off, they have to be claimed. On the upside, there should be no access issues with a PP bounty.

Yeah, but will you be perpetually bounty hunted if you have incurred a PP bounty?

Perhaps a non-pledge should just incur a regular bounty instead.

Strange. The Interstellar Factor page explicitly states that

"If you have zero notoriety, Interstellar Factors will allow you to pay any current bounties or fines on your current ship"

Not that "any current bounties with the exception of PP ones".

Well the devs explicitly stated PP is handled by its own system. It is not considered criminal acts and will not impact you outside of pp. basically you can think of pp as the old system except you can't pay off the bounty, and you can just ignore them for the most part. Only other pledged cmdrs are a worry.

Only pp ships can see these bounties and collect them. As long as you aren't engaged in any pp activities you should have no pp authority ships actively hunting you. And they should no longer get involved in fights between 2 or more pp cmdrs either.

As to other issues brought up in thread.

As noted IF's should be available in every low security/anarchy system you can also search by "broker network" in the gal map. If you are not seeing them in these systems at all at any time it's a bug and should reported. The big ship/small pads thing is problematic, but I'm not sure the would go so far as to make sure every system has a big station. I think part of their intent was to force players to have to fly around some under the new system.

If you happen to have fines and be in a system and your ship can't land at any stations, you *should* be able to pay fines at IF too, but at a mark up still.

Notoriety decay issues have been reported by some, which could cause problems paying off. Also there was a mention that sitting on a pad DOES NOT count for notoriety decay. Idk if that is true. But if you have no notoriety and are in a situation where you can't pay off at all, it's best to contact support so this can be looked at an tweaked.
