It's in the game engines themselves and not the VR, yet, off the top of my head I know Unreal and Unity have this feature. Lone echo is one that uses this I believe since it is an Unreal engine title.
But it's roots are in game consoles as far back as the 360/ps3 days.
And ps4 games use this so much that even though they output 1080p, in some cases the actual rendering can drop as low as 320p or so.
