TL;DR: Not everyone in Open are giant piles of lint bags.
Some faction wingmates and I decided to do some Bounty Hunting in the local Haz Res in Eravate, which at the time was the meeting point as all 4 of us were spread out over the galaxy.
We decided to go to Open, more of a convenience choice as one of us didn't have access to our group's PG.
We get to the Haz Res, and notice another CMDR farming the site. He's in a Cutter with a wing of 1/3, meaning he's in a wing, but his wingmates weren't nearby.
I was in a Fully A rated, not quite completely G5 engineered Vette with with almost 6k mj w/ decent resistances, and Reactive and HRs that all were varied in grade engineered.
At this point, it was myself, another wingmate also in a Vette, and another in an FDL.
Now, some would say it would have been common courtesy to make contact with this Cutter CMDR and invite for formal Pews. But then again, he is in a Cutter, and he's got Prismatics. And he's in Open. And he's hostile to a wingmate in Powerplay.
So, we decide to just attack for fun. See how it goes.
About 5 minutes into the fight, his one wingmate shows up in an iCourier. So I decide to peel off the Cutter and go after the little guy. Cuz ya know. All's fair in love and war.
To my surprise, BAM! Hit with torps. Shields gone. I proceed to take down the courier's shields, and hit himwith all I got, which included my favorite pack-hounds, dropping his hull pretty fast.
At this point I'm down to 55% hull. The courier has either stopped fighting or ran out of torps. I let up on him and move focus back to the cutter, where my wingmate was able to drop him down to 2 shields.
Fight continues with my hull staying steady at 55%, but my FSD is now shot down to 1%. I wasn't planning on running anyway, fully intent to stay on the fun of the thrill!
Then the cutter jumps. I was quite surprised, as I was clearly losing, granted with a still shields intact Vette and an FDL wingmates and he still had 2 rings of shields.
Needless to say with the fight over, we hop on over to the Sun Takush system to pay off the bountieswe all collected on our heads for that little skirmish.
To our surprise, we run into the same CMDRs from the skirmish! They were docked at the station.
And this what makes me love this game.
The CMDR of the Cutter messages me, and asked how he managed to get a bounty when we attacked first.
I let him know I had no idea and that it was strange.
He then let me know he doesn't mind fun scrap fights, but his Cutter isn't outfitted for PvP, and would like to refrain from further pews.
I complied and let him know I had much fun, and the pews were strictly for fun and we weren't griefers, and we will leave him alone.
We continued back to the Haz Res for BH after we repaired and restocked. Only CMDR we saw after that was a little Mostly Harmless Eagle that followed us around... to what I assume was trying to steal our kills.
We left him alone.
