No.. Just a hint in steam files log I think.
What they are working on at the moment is usually secret and only known by certain employees and dev teams working on it until they announce it to the public. We are probably getting some DLC packs later this year, but we have no idea what they are yet. But, the horror tag in the Steam DB which was since removed is a big indicator that they could be working on a horror pack of some kind for release in the fall.
I would enjoy a new horror/halloween/spooky DLC. September/October seems logical for that.
If we get a DLC like that, hopefully it will not be exactly the same as in PlanCo 1........
Another theme I would like as a DLC would be a proper Egyptian theme.

I agree, but to be fair to Frontier, the DLC for Planco1 was called 'Spooky,' and this one is hinted to be called 'Horror.' I hope this is true and we get some blood and guts in the DLC. A huge 'Eddie' from the band Iron Maiden comes to mind, or the giants from 'Attack on Titan'. Or a Jaws attack with splashes of blood on water rides.

Like the tag for the spooky dlc, so if some user looking for horror games this dlc will be listed...
All in All, yes it could be a leak, but it could also be 'wrongfully housekeeping' like they thought this tag was missing but removed.
Edit number2: And this is one reason i dont believe, we get anymore free returning themes, cause all other themes are still buyable as DLC for PC1 and i dont think/hope they dont just convert this dlc even for money, if they do it, there should be a huge own spin on it. Though I hope they come up with something completly new that gives PC2 a bit more identity than a simple rehash. IF they do it in any shape or form they really need to deliver as it will compared to the spooky dlc, so a more safe idea is to explore any other theming that hasnt done before.....

Let's go with two Horror/Spooky Packs this time, in October 2025 and 2026! One with Classic Monsters and Transylvania castles with laboratories, and one with Haunted Houses and Ghosts, maybe with a bent toward old theme park Ghost Trains! No re-release of the old, but some of the best of Spooky Pack, and some of the best pieces of the Twilight Pack from Planet Zoo, and new stuff. 
If they don't have the basic skellies and jacks and such it wouldn't be a very good spooky DLC. I just hope the webs are visible underground unlike the PC1 webs (why I made glow webs for tmtk)
Am I dealing with an Iron Maiden fan here? As my profile photo shows you, I play the guitar (not metal, mostly classic rock/bluesrock and blues).
Anyway, back to a spooky themed DLC, I don't feel like that will include pieces to create your own monsters and such (or an Eddie character in your case).
If you are creative, maybe you can use the art shapes and pieces you'd normally use for something else, to build your own Eddie-figure.
Give it a try, maybe it'll work out better than you initially thought.
