The whole premise of your OP is just flawed. The retaliator modules are done and were done alongside the gold standard, but they are simplistic. There was an item port issue that required people working on PES/SM to resolve, it is highly likely that the entity graph resolves this issue by the very nature of its graphed approach ensuring that modules capture all attached parts and they do not remain behind. The ones for the Galaxy are a move to more functional and profession-based modules and is just them branching out more. Other than the Endeavour, the modules for the other ships haven't been confirmed or sold yet and given their size and the fact those ships need other updates, they are not a good test bed. CIG always test new things with a new ship, but the retaliator will get it too as it's modules were already created. They don't want to do what is needed to make it work, when resource management will do that for them, that's just logical.
This isn't suddenly being resurrected because of the Galaxy and marketing like you are pretending, it is coming up because resource management has been making great progress and is likely to hit next year at this rate, depending on how updating the ships for it goes. So, it is marketing building off of progressing core gameplay systems and the usability of said ship in a system like Pyro. RM only really started becoming a priority earlier in the year with more resources working on it, which was after the VTT work moved under the wider consolidated ship teams.
The fact that they show just the timeline in the video and actually capture all the comments on the subject, which is great, and you still try and twist it doesn't do you any favours and shows you didn't pay attention to any of it.
