Finally! An answer at last. In conclusion: It's a stupid headlineMost often than not no, it does not. But not every game has been funded with backer money to the tune of 450+ millions over 10+ years before it is known if it does live up or not.
Basically problem for SC is that management/devs have sold whole pack of really "not going to happen" dreams to gullible people. And allready got their money.Fixed that for you. Also, that doesn't happen very often either!

Someone wanted here journalists to do reviews of SC even though it is in alpha. Well you have one here who, despite only talking about one (and only one in the whole article) mechanism of SC, has absolutely no idea how it works in the current version of SC. That's why real journalists don't do alpha reviews, because they are useless and obsolete by the next patch.
