Starter systems?

Are there new starter systems now? Are these "permit locked" until a rank is reached and then the CMDR is teleported out of it? Just curious about how these systems work and what happens to the old starter systems.

Basically:
Start a new character.
Select where you want to start (starter system, LHS or Asellus).
If you start in starter system, missions pay less and are more varied to introduce you to the game. No pirates IIRC.
When you rank up, you are not teleported out; you can stay in the starter systems as long as you like but when you leave the starter systems, you can't go back.

* When you start a new Cmdr, or have a Cmdr with no rank, you have a permit for these systems. When you get a rank, the permit is removed. I honestly can't recall right now if you can still hop between starter systems when the permit is removed; I think it has to do with docking at a non-starter system. Confirmed by @Codger, you can move around the starter systems at will, even if ranked. However, if you dock at a station outside the systems, you lose your permit.

Yeah, RedPaintedPaw is correct. I did a clear save on my Alt to try it out. You're forced into Open, though. The starter systems are Open only. You are not forced out of the area once you reach a rank. Your permit doesn't expire until you dock outside the area.

The missions in there are easier and lower priced, but otherwise the same stuff. All the systems are within the 7.5 LY range of your starter Sidey. Your Sidey is cruise-controlled so you don't have to dock or launch yourself.

Seal clubbing would still be possible, if you dedicated an account to it, I suppose. You can upgrade your ships to whatever they sell in there (I saw a Cobra, so at least to that).

I guess we'll see how it washes out.

Do you get a warning when you plot a course out of the starter system?

Are they open only? I think they are the same as any system, it's just that when you start a new game you always start in open. But all the modes are then available.

When I started the game for the first time after the update I started in open too (with my main Elite ranked account), without the option not to. But I could then choose once in the game as usual.
 
Yes, the first time you launch you are put in Open, but you can exit straight away and log in using PG or Solo as usual (not that a new player would appreciate this yet). I think putting people directly into Open is great, as long as all the other measures and changes are sufficient to discourage the seal-clubbing effect.

I stand corrected. Is open by default as I understand now, but solo still possible. Would be really silly to force open only.

Yeah, it did warn me at some point about it. You can't really get out until you upgrade your FSD, so by then you probably know what you're doing more or less.

I was unable to log into Solo. It would not give me the option, just logged me directly into Open until I left the area. Not sure now if it's supposed to work like that, but it did for me.

what happens if you're on a console such as Xbox without Gold subscription?

also i bet you could construct a decent ship to seal club if so desired without leaving those systems.

Minor correction here.
Whilst you are forced into Open, the starter systems aren't Open only. Go back to the main menu, then hit Continue. You will be given the option to go Open, Solo or PG.

A: I'll try that! I do have an XBOX account (without Gold) that I never use because I just can't get used to the controller. Time to reset! I guess you can only go into solo in that case.
B: Maybe so, but I've heard tell that you get kicked out of the starter systems after so many kills. Also you lose the permit once you rank up, and police response is pretty rapid ... so that's what I meant by the "various other measures". If the whole package means it's just not worth building up a decent seal-clubbing ship because you'd not be able to use it for long, then I think this new environment should work well.

Minus engineering should make it interesting. You can seal club if you want but it would be like hitting somebody with a foam hammer. Then the cops show up. Yay!

I declined and the game continued. As we all knew, yes we went into Solo.

However, most importantly, I finally managed to successfully undock and dock using a controller! (And the ADC.) Winner!

One thing I still don't quite understand - is it possible to leave the starter area (gain access to better equipment) and return, as long as no ranks are gained?
