Starting A coriolis starport

Hi all,
I have 1 outpost ready and want to start building a coriolis starport. But get the message : not enough buildingpoints !
How to get enough buildingpoints; I don't find any ifo on this.
And why you can start a coriolis starport when you entering a new system and why you can't when you have 1 outpost ?

You can select any type to start with, the larger it is the more challenging to complete within 4 weeks, and no points required

After that you have you must obtain construction points. In the Codex > Pilot's Handboolk > System Colonisation this is (sort of) explained

Here is one of my systems after building a single outpost - I can either another tier 1 outpost to get a tier 2 construction point, or a tier 1 installation

Okay, but how many constructionpoints do I need for building a starport ?

3 I believe, tier 2 for Coriolis, tier 3 for the others. I ran out of slots when I tried in one system Alphekka, and elsewhere I have only built an initial outpost or Coriolis so perhaps someone who has build a system out can comment. From what I can see, starting with an outpost means a lot of work to get to tier 3 construction so will require several slots?
