Well sure, that FDL isn't in the starter systems now. But that's the local bounty board in Matet, so that FDL was there at some point recently. Presumably got credits from a friend/alt with a carrier and bought it nearby, since I don't think there's any way to actually earn enough for an FDL without gaining a rank.
