Foster Terminal and Moore's Charm aren't offset even by a few kilometres - they're exactly in the plane. Foster especially is spectacular.And yeah, “being inside the ring” is not entirely accurate, as they’re offset as you say. But its sufficient enough to distinguish their relative orbit to other stations that are not in the offset proximity.
Berman Market in Alberta is the fifth Colonial ring-station not mentioned yet.
And not stations, but Colonia Bastion and Colonia Applied Research (both near Colonia 4) are installations fairly close to the plane of the rings ... and the New Queen VI at Kinesi 5 is a third.
