Still confused on how to start production

In my new system with a giant orange star, I started with construction of a military outpost in orbit around a metallic planet. It went quickly and smoothly, and everything works. Then I brought the materials and a small agricultural settlement was created, although production there has not started and the market offers nothing. In reference to remarks found in our forums and the chart I found online (below), it looks like a civilian hub is needed...

This is interesting because in another system, I have industrial outpost and on another planet a small agricultural settlement and there is food production without the need for a civilian hub! Works here, doesn't works elsewhere?
Generally, I do not intend to play with colonization any longer, although I do not like leaving my works in a half-baked state and I simply want food production to start.

Another two question... Does this civilian hub have to be on the same planet, or can it be on another?
One hub will be enough if I want to open another agricultural settlement in this system, or do I have to build one hub per agri settlement?

That is incorrect, you don't need a civilian hub. I have a medium agri settlement on an icy planet it always has had a functioning market. It is the only surface installation on that planet.

After FD fixed the settlement market bug (only two products available), it started offering 4 products. I don't like hubs and am not planning to have a refinery in that particular system - so zero hubs present there.
 
I wonder if certain economy combinations just don't work? Perhaps the Military of your system is eating/stockpiling all the food production to beef up their soldiers or prepare for their next conquest...
 
One thing to be aware of, if you've just brought a new station online, it can brick your economy and you'll be back to Biowaste. I don't know when exactly it comes back up, I've seen it reset once on the next day, but after a few more stations, mine has gone from 30 odd resources back down to biowaste and fuel for about 4 days now.
