have you tried the unstick option in help and info main menu can unstick you if hopelessly stuck else maybe try vista genomics or main elevators maybe
or even just boot horizons 4.0(orbit option) then switch back to odd

"stuck" in which way? How did you get there? The only way to reach or leave1 Rackham's Peak is via carrier. That doesn't mean that it's always possible - sometimes, all the parking places in the staging system(s) are also blocked, so there's no way to reach or leave Rackham's Peak.
1provided you want to retain your ship. Otherwise, there's always the suicidewinder taxi to to your starter system.

IF the Unstuck puts you in your Ship... what are you trying to achieve with "transferring your ship"
Edit: if you are still at Rackham's Peak, just ask a commander, in System Chat, to give you a lift from the Outpost to their carrier - if they have a Shipyard, you will be able to transfer your ship - but it may cost some and it may take some time.
But the Unstuck option is still the best - almost a fast travel cheat.

Sounds like someone hitched a lift to a near unreachable station to do some "nefarious activities" & got disappointed when they discovered that they didn't do their research properly...
I flew my fleet carrier up a few days ago to get ready for the next public holiday. Got bored, so I went out hunting.
Accidently shoot at a cop and got a bounty. All services at Rackham's Peak were then blocked for me. I thought I better clear my name before holiday starts, otherwise I won't be able to sell my wine. Went to the Interstellar Factors, but couldn't pay my bounty there. Only option was to hand myself in. I got sent to The Citadel of Justice, 5000 lys away from my FC. I flew to the nearest FC to The Citadel and used an escape pod. That landed me back in Rackham's Peak. There's no shipyard here and no way of transferring any of my ships to this place.
If I use the stuck recovery option, that puts me back in my DBX near The Citadel. If FD support don't transfer my ship back up here to Rackham's, then my only option is to stuck recovery, then hop on a FC coming back up to HIP 58832.

All that information would have saved us lots of time. Regardless, this isn't a bug, it's normal game mechanics. You've just found a worst-case scenario for a simple oops. I'm hoping support will help you out, considering how extreme your situation is.
Most of the time, low OP post count = no OP feedback after the initial post or two. I appreciate your returning with the whole story. Based on this info, FDev provided the shovel, and a rope that's too short. Northpin's edit on post #12 might help, if you can find a commander who can help.
