Stuck on Federal Navy Rank

I've searched this issue, but mine is a bit different. I am finding the missions to unlock the next rank, the issue is that I'm ranking up to the same rank.

What gives?

The Fed's don't want you to leave the Sol system.
They are worried that you might get ideas to go off and find Hutton Orbital...

Same is happening to me except for Imperial Navy, I've ranked up to Knight about 13 times now.

Guys try to log into Horizons and complete promotion mission there. That's how i fixed my progression even before the Update. But i thought they fixed it already. Hmmmmm......

Ranking up smoothly (PS4 / Horizon) for my 2nd cmdr. 2 days on and off playing, at Knight now.

FWIW, I just ranked up in the empire (on horizons).

I went from squire (wrongly assigned when odyssey came out), to serf, to squire, and finally to master, and I got the permit that goes along with master.

I managed to get past Chief Petty Officer. I'm now an Ensign.

I think the game has a hidden timer to prevent you from ranking up too fast. I had to wait about 2 days for it to start working again.

That's never been the case for me. I've ranked up to Admiral and King a few times. Each time, I accumulated a lot of rep before completing rank missions, enough rep to complete a few ranks. After completing a rank mission, another would appear within 10 to 15 min.
