So i have a bounty on my head. Whoops. Can't dock at any federations stations because of this. Claimed a federation bounty on someone else. Good. Can't claim it because I can't dock at any federation ships. I also have no money to pay off my bounty. Is the only way to make money to go to a non-federation system and collect a bounty?

or get a friend to shoot you for the bounty and drop some cargo to help you get restarted

You could go to a non-federation station that has outfitting and sell part of your ship, pay for your fine. Then fly to a federation station and collect on the bounty, then rebuy that part you sold. That could keep you alive and hopefully profitable. If you are collecting bounties, you don't necessarily need a cargo bay.
