Stuttering on planets making game nearly unplayable, help?

I have a gaming laptop, Intel core I7 7th generation, GeForce GTX 950m graphics card. I know it's not a top-of-the-line machine, but it can play pretty much any game such as GTA 5 without any problems. It plays Elite very well except on planets.

On planets I have these, what looks like, micro freezes and stuttering. It almost makes the game unplayable because it makes me feel somewhat dizzy and nauseous. These freezes occur no matter the graphics settings. Even when the graphics are turn to low, they are still present.

Sometimes restarting game will help for a few minutes, but this only works about 20% of time. It wasnt always like this, a couple months ago it was smooth as silk. I contacted frontier support and was advised to uninstall, and then reinstall my graphics card driver and uninstall Shadowplay.

I followed their instructions, and it had no effect whatsoever. I have also tried installing older versions of the graphics card driver, but it didn't help.

The funny thing is, I have another laptop with intergrated graphics, that does not even meet frontier's minimum requirements for the game, yet it is smooth as silk when on planets even though the frame rate is only about 15 to 20.

try turning vsync off. my system is less powerful as yours. rarely stutters. though it does sometimes. though I play in open.
my setup is vsync off 1920x1080 ultra.
check for malwar/viras.
check what programs are running in background.
check if any are updating or using excess cpu.

you can turn vsync off in game settings or NVidia control panel, manage 3d settings scroll to the 2nd from the bottom. while you are here then check if your system is on max performance :) change it if its not ;)
to monitor your system right click task bar and open task manager.

In addition: Vsync limits your FPS to your monitor's refresh rate. If your monitor is 60Hz, it will lock at 60FPS and wont allow higher FPS to prevent tearing. However, if you cant reach 60FPS it might drop to 30FPS instead. The game rapidly alternating between locking it between 60FPS and 30FPS might be the issue indeed, and disabling vsync is done in graphics options menu near where you change resolution.
 
I saw once that imagining everybody else in the room nakid helps stuttering, mind you it was on the intarrwebz but it looked less fake than the one where this teacher cured stuttering using an ipod.
 
some more thoughts on this...
laptop will probably be configured to save power.
too check. open search and type power options and open power & sleep. then open additional power settings, change from balanced to high performance. if you need to, you can change more of the settings by opening change plan settings then change advanced power settings. go through the list and change what you want. you can restore settings here as well if you make a boob.

try turning shader cache on. make sure you have it enabled both in game and on your nvidea panel.
fixed all my stutter issues.

vsync on I get 50fps, vsync off 90fps. go figure
 
Turned off vsync in game and on navidia control panel. Also confirmed shader cache was on and laptop was set to high performance. Sadly, no effect whatsoever in
Stuttering:(

According to the resource manager (if I did it right) 38-41% of CPU is being used.

I really really do appreciate you guys trying to help me.
 
cpu usage is about right.
I think it could be malware/virus or mining software that some sites using to make money out of those who visit.
no idea how rid of mining software because it hidden. I was infected once and had to install a backup that was clean.
so you checked that high performance is set in windows. however some are set in the bios as well.
check there as well for power saving and turn it off.
del or f1, f2 should let you into your bios on boot.

Thanks, I have to go outside for about half an hour but when I get back I will run a virus scan and try the other options that you suggested. The thing I don't understand is, elite is the only game that is affected. I don't have any stuttering problem is with any other games.

I'm about to the point of doing a complete system reset lol.
 
Whats your hardrive ? - if not an SSD - then use a defrag tool that can handle files 4gb and above - https://www.oo-software.com/en/free is ok - though they can be a bit pushy about trying to get you to go to paid version (and always do custom installs with this kind if stuff - don't take any bundled chrome or mcafee av etc).
Helps with any game that uses large textures , maps etc.
Turn off any stuff you don't need - stuff like apple updaters, Acrobat reader, office etc all tend to load programs at windows startup that continually run and suck the life out of your pc - ideally you only want to have AV, and anything related to video and audio running. Use msconfig for that, or there are various 3rd party tools you can get.
