A lot of people complain about accidentally shooting a ship and then instantly turn wanted for it. Im in the camp that likes to get a fine when doing so, but there are the situation with accidents that do happen, and they happen even to the best commanders.

My suggestion is to have a 2 stage solution:
-Hit a ship once = fined
-Hit the same ship again = fined again (even larger fine) + wanted status

The initial hit (accidental hit) gives a larger fine than we have today. The reason for this is to have commanders still be careful around other ships and try to avoid hitting them. And with a second hit you get another fine which is larger than the first + wanted status, and you certainly dont want that.

The lesson learned here is to be VERY careful around other ships when doing combat. If they get the initial fine from accidentally hitting another ship then they will either disengage or take their shots more carefully from then on. I think this will make commanders behave the exact same way as now (being careful), and let them keep fighting for longer at for example Nav Beacons because they dont have to keep going to an outpost and clear their wanted status.
