Suggestion: Pirate and Terrorist attack states rethink

My suggestion is about some changes for two states, which already exists in game (Pirate attack and Terrorist attack)
I'm thinking to split those states onto two parts: while lawful faction is affected on this state and while anarchy faction is affected on this state. For sure some of those suggestions may be corrected. Let's begin:

Lawful factions, pirate attack state:
  • Increase draining influence on faction affected on it from 0.7% to 1%
  • All influence on faction affected on it, will be locked (except from draining effect), so this faction cannot gain or loss from any other means (unless, that expansion will ends on a system affected on this state).
  • Black market will be always opened, for a duration of this state.
  • Economy and security state will be slightly decreased during period of time, which faction is affected by this state.
  • Increase a chance, which Pirate attack may occur on this faction.

Anarchy factions, pirate attack state:
  • All above, which I mentioned, is not affected for anarchy factions.
  • Black market prices on stolen/illegal goods on their stations is increased by 20%
  • All influences gained by a anarchy faction affected on pirate attack state is doubled.
  • Chances to affect on this state for anarchies is increase also for every mission, if is completed according to anarchy think.

Lawful factions, Terrorist attack state:
  • Add effect, to drain influence to anarchy faction(s). The faction will loss 2% influence for every day of lasting this state.
  • Black market is always opened for a duration of this state.
  • This state may leads to infrastructure failure, if not be dealt quickly.
  • Can occur also by killing security ships of this faction.

Anarchy factions, Terrorist attack state:
  • All above, which I mentioned, is not affected for anarchy factions.
  • Black market prices on weapons is further increased in their stations.
  • If anarchy faction is controlling a system during this state, then killing other ships on all assets will not increase notoriety.

Yeah, this is only my suggestions. But I think, that will be worth. Pirate attack have a potential, which still is not used (especially for anarchies). And about Terrorist attack state, I only suggest small, but significant changes for remembering about, that this state have severe consequences for lawful faction.
