Yep because as they stated its a double engineered item not a single engineered item...I'll rephrase, that's not G5 long range of 8.8km...
Can confirm - looked at the modifications in outfitting, there is a 25% reduction in range because of the fast scan.

I've given up trying to accurately guess how the CG rewards will pan out. However, all hope is not lost as the ECM "will be placed in storage at Ito Orbital by the 8th of May 3307".We should get the ECM as well, right? It doesn’t read like it’s only a reward if Winters won…
Honestly, the ECM would just rot in my storage. IMO it's the most useless module in the entire game. It's only useful against packhounds and torpedoes, and only players use those in PvP. for regular missiles point defense does a far better job. Last not least, the lightweight mod on the CG one would merely take a grand total of just 1.1t mass off it, big deal.
