Simply put if we are dropping mac customers when 3.3 / chapter 4 (covering both nomnecultures) then its time to drop support for base game sans horizons. Horizons has been on sale for £8 during the black friday sales, and its been on the market for three years. Realistically players not bought into horizons are freeloading.

While I'd imagine it would be nice for FDev to only have 1 version of ED to manage, I can't see them giving it away, or dropping support entirely.

To be serious momentarily, I think at this point they may as well offer a free update so they don't have to bother about differing versions.Those still playing will probably purchase something from the shop in gratitude, or dormant customers who return may do the same if they feel well treated.
That'd probably be the smoothest method. I'm sure someone will complain about freeloaders but it's not like basegamers have had access to the rest of the game for all that time either. Bring them up to speed and end concessions to the basegame.

They could just stop selling the base game without Horiizons, and offer a free (or cheap) upgrade to existing base players, then stop upgrading the base game.

32bit support was dropped long ago. Check your launcher.

You can play the 64bit base game... Which every account has. Back when there was 32bit, you had three launch options: 32bit, 64bit base game, and Horizons.
Now we only have the latter two.
Anyone who was running a 32bit system needed only to upgrade to a 64bit system. No progress was removed from those accounts making regular use of 32bit, and still exist.
