Switch active ship option at station without shipyard!

Hi, I've come apon some strange issue when ship is impounded and I choose another ship to do pickup that has no fine on it.

When calling impounded ship back to my position and have 2 ships at a station with no shipyard, I can not pay fine or shift active ship.

This presents a loop of frustration.

Could it be remedied by being able to pay fine, at any station or be able to choose active ship at elevator/terminal?

You can always fly to a station without a shipyard and APEX out, leaving the ship behind. Presumably it is just parked out of the way until neded.
