System Defense Force in an Unpopulated System... 14000 Ly from Sol

I was on my way back from Colonia and stopped off at the PRUA PHOE AA-A H69 nebula to land and take screenshots. This nebula is approximately 13700 Ly from Sol, a little less than halfway along my journey back. Upon landing I saw a radar blip in my ship, which was odd. Upon further inspection it was revealed to be a Viper Mk3 System Defense Force AI ship. How it got here, I don't know. There aren't any populated systems for thousands of light years.

This was made even weirder when I scouted the surrounding area in my SRV. A wrecked ship was nearby. Strewn throughout this wreck were 3 Occupied Escape Pods, some misc. materials, and a canister of Narcotics. Was this ship shot down by the System Defense Force after being tailed a quarter of the way across the galaxy? How did the Defense Force AI even get out here? I need answers.

There are a few populated systems between Colonia and the bubble. Some are yet to be found. If there are no ships in supercruise then you probably haven't found one. Check the system map thoroughly for planet bases if you want. Anyway, maybe POIs have been enabled in certain areas along the Colonia routes.

I encountered these things all along the Colonia Connection on my run back to the bubble, as well as crashed ships and all the other stuff you expect near populated worlds. I have no problem finding them occasionally out in the black but the encounters seem a bit to common to be really believable at the moment.
