Just a quick build i made up, good for trading and CGs but i would suggest modding the FSD and if needed swap out the class 6 slot for a fuel scoop.

That's far from suitable for a CG in open. Modded military hull and A-rated, preferably modded thrusters are mandatory and within his Budget. Also, arm it with mines.

Can easily be added to the bottom slot, not sure if the still kill the user though...
Would you be doing the CGs in open or PG/solo?
Any of the 2 builds above will be fine then. But i will say engineer the thrusters as soon as you can.
That should make it alot better. If your there grab some G1 heavy duty shield boosters, it will only add a small amount of shields but it could become useful.
This is my Battle Cow. I killed a human pirate in a Vulture with it, and forced more than one fully-engineered Cutters to retreat.

I have one similar to that, have mine set up for piracy though (probably my favourite piracy ship in game).
Better buy Conda. T9 will torture you. I've bought T9, but it's jump range and manuevrabillity are soooo weak, so I just sold it and bought Conda for this. Much better

Thats what the "big shields" are for: You just have to last long enough to high or low wake out.
A-rated Thrusters are a waste unless it's a handling issue - even A-rated you are not (even close) out running anything or even gaining serious separation. Modded Military Hull? What kind of mod?
Mines are also a bit of a waste. And I like mines. Don't waste time with hardpoint deployment - submit, boost, wake.
And, of course, there are a dozen other considerations: Open, Solo, just trading or crowded CG, Engineered or non-Engineered gankers, etc. These would all factor into the build.
And this is all IMHO course. YMMV.
But, unless your a true Lakon fan for 200 million you can get a TradaConda. Might be a more efficient trader depending on another dozen factors.
Lucky for me I have both.

200 mill is enough for trade conda. It will haul a little bit less, but in general trading on Conda is so much better
Build with docking computer and Fuel Scoop (you need it in CG's quite often), and Heat sink for smuggling

This has kept me alive in Open for the past few years, easily takes out any rank NPC. Torps are now cascade modded, quad boosters are heavily modded, I tend to up the shield gen to 6A at certain CG's
