Sounds like INRA / CIEP stuff from one of the official novels. Deliberately using captured Thargoid technology to mislead folk that Thargoids are behind the attacks.

I see your point, but I also see that the main achievement of the summit would have been an agreement to increase the study of guardian technology to destroy the Targoids, and now someone has disrupted the summit.

It was not about that, it was about (like in real world happens) exploiting someone else's technology (in this case Xeno stuff) to have an edge on your competitors. It's an all human thing by all means.
