Honestly, the majority of a Power's fortification is done by under a dozen CMDRs for each Power. If you want to gauge the grinders who fortify for their own self-interest and maintain Rating 5, you'll want to look at the over-fortification of systems within 40Ly of each Power's HQ. Add up the total merit counts and dived by 5334. That'll be your estimate.
