This is just academic and I am by no means condoning past and present actions, but...
Imagine you are a political leader of an Empire counting thousands of plantes and trillions of inhabitants. You know that a huge Xeno-fleet you cannot counter is slowly approaching. Evacuation of those trillions of inhabitants is no option. Making your knowledge public will cause mass panic. What will you do? Does the perceived "greater good" justify throwing individual rights and freedoms of the many overboard to ensure survival of the species?

1: Overthrow the Club or at least interfere with their plans: Best bet so far is to ruin two potential CG's - Secure Ram Tah's Independence, and prevent Nova Imperium taking the Imperial Throne

Justice, mercy and duty as rare goods at pratchett's disc would run counter to the meaning of the story as well.
Is survival the highest good? Depends on what survives, maybe.
I don't think I can ever get behind a plan that is, let's make sure we attack the logistics and infrastructure and military of humanity as that is the only way to survive the Thargoids.
The Club was about ensuring humanities survival in the face of the Thargoids, a Civilisation that is millions of years old and seem not that interested in negotiations with a species whose only real crime was evolving in a area of space already claimed by the Thargoids.
The methods of the Club might have been immoral and a bit poorly thought out, but if the survival of humanity is their goal, why oppose them, and oppose them but attacking their claimed puppets.
All this Hub bub ba loo with Salome revealing the truth, which was in effect, that Thargoid exist and they will ruin us and a contingency plan has been made.
Well everyone knows that Thargoids exist now, they have been disabing star ports and killing millions and people have been fleeing to Colonia, which is not Thargoid Territory, and humanity is fighting back and successfully now with Aegis, Ram Tah and the AXI all working towards a common goal.
The Clubs goals seem to be ones that have paid off, but let's sabotage all that.

What is the COR end game if they did destory the club, disband Aegis, dissolve Sirius Corp, and cripple the militaries of the Powers in the bubble?
What then in face of the Thargoid threat.
Blow up more civilians to show the COR is innocent good guys, murder more system security to prove Salomé is not a terrorist?

You have to admit that COR isn't that bad. At least they don't want to destabilize Aegis by removing one of the major supporters of Aegis - the Emperor.
Nova Imperium is the best option to effectively cripple Aegis by removing the support of the Empire. But I guess that would be not anti-federation enough.
Wow did you ready anything in OP's post? Everything ties to Sirius Corp and The Club, they're manipulating everything like a puppet master. This is some Freemason Illuminati Emperor Palpatine levels of shadowplay here
Almost everything you said is wrong.
Nova Imperium ARE part of the Club... The Emperor is keeping the Club mostly out of the Empire by keeping quiet and opposing them out of the public eye. The wolves have surrounded her. NI must fail.
It's not that difficult.
Assumption Aegis is part of The Club.
Nova Imperium claims to be an isolationist group, wanting to keep the resources currently spend for the support of Aegis for the Empire. Without the support from the Empire Aegis would have less resources. With less resources Aegis would become less effective.
Nova Imperium therefore is actively promoting a policy that would hurt Aegis. By hurting Aegis they hurt The Club - as the assumption is that Aegis is part of The Club.
Simple.
Now, don't get me wrong. I support a strong Aegis and I hope the Emperor stays in power. This is for the benefit of the Federation and the Empire.
If COR thinks fighting against Nova Imperium is good, then I applaud them for doing the right thing. I'm just not sure if COR realizes that by fighting Nova Imperium they are, once again, doing the job of The Club - assuming Aegis is part of The Club. Otherwise they just do something right.
