Well that is a new development!! Awesome. But still, joining a faction just to make a ship into a viable explorer seems a little extreme. I'd probably do it though. Do we know for sure that such a fuel scoop even exists?

Yeah, sorry. It was a wish, not an actual thing yet. That said, FDev said they're shooting for 20 powers at any given time (just starting with 10) & that there would be powers that value exploration. Unsure that means we'll ever see such a reward. OTOH, the Alliance had the first expo CG, so maybe a future Alliance power? :/
They said there will be a maximum of 20 powers at a given time, not that they were shooting for 20. They started with 10 to leave spots open for minor factions backed by players to become powers. That's probably going to take quite a while.
