How much commodities will do the trick to gain grade 5 access? I can use my python and it has 200T or I can use something smaller ?
 
My read on that and what I did was engineer to level3-4 to trigger the next invite You can get level 5 if they do that level I just think it costs less mats if you trade/donate
 
It's probably best to engineer something - trade can be pretty slow to get rep.

(Pretty much every ship benefits from an engineered charge-enhanced power distributor, and they're mostly fairly easy-to-obtain items to get to grade 3ish which will get your rep high enough, so I'd go for that)

when you say engineer to level 3-4 do you mean engineer a module to grade 3-4 or gain access reputation 3-4?

You need access reputation half way between 3 and 4.

Engineering a single module - starting with a fresh module - some way into grade 3 will get you that much rep. Continuing to engineer it until it's a little way into grade 4 will get you maximum engineer reputation.

Most of the alternative ways to get engineer reputation are from when it was harder to do that early module engineering, and/or when you could spend engineer reputation levels to get an experimental effect. Nowadays you max the rep once and it's done, so it's almost always quicker to do it by engineering a module a bit, especially once you've been collecting materials for a while and have more low-grade materials than you have a use for.

So selling commoidities or exploration data is really not effective? You are better off just engineering a module with each engineer and forgetting about trading/selling data?
 
I engineerd vgrade 5 thrusters with Chloe and only got level 4 access afterwards? I even sold loads of data at her site.
 
I need to unlock this guy but I am wary about what I have to do and would appreciate any tips please.

He needs you to sell at 5 black markets and I understand that what I need to do is accept a mission in Li Yong-Rui Space with over 5 cargo items and then abandon the mission and keep the cargo. I then sell this cargo one by one at black markets in the area.

Problem for me is scanning. Will I get scanned and jailed doing this?

I just unlocked the Dweller a few days ago by following a guide posted by Down to Earth Astronomy on his Youtube channel.

This is what I did:

1. Go to Arcturus system (Brennan Depot) and buy a minimum of 5 tons of narcotics ( I bought 10 just in case).

2. Then go and sell 1 ton each at the black market (under contacts) at the following systems and outposts near Arcturus:
(a) Bolg system (Mastracchio Park station)
(b) LHS 3006 system (Frimout Legacy station)
(c) Aulin system (Kuo City station)
(d) Aulin system (Edwards Ring station)
(e) Rakapila system (Walkers Settlement station)

Any surplus narcotics you have can be sold at the last station you visit, so that you won't be carrying any illicit cargo. I did not get scanned at any of these stations (more like outposts actually) and I completed the task without any problems. I did get interdicted by NPCs a couple of times but I evaded them easily. If I am not mistaken, you will get scanned if you try to go to the larger orbitals in the systems (if they have one). At the end of the day, I guess it also comes down to luck and RNG.

That sounds odd, I didn't think you could engineer something to a higher level than your access/reputation with that engineer.

Definitely. If you've been picking up materials as you go - scanning ships in supercruise, salvaging after you get attacked, doing a bit of mining or planetary driving, picking the material reward when doing missions - you should have plenty of low-grade materials anyway, so most engineers should have at least one module you can build up from spare parts.
 
I guess I am unsure about what ranking up actually means. Is it reputation or engineering modules?

Engineering reputation is totally different and not even similar to Federation and Empire military rankings.

After an invite engineers will have you complete 2 more missions to gain access.
Engineering module grades increases engineering rep...even if you don't need or want that module.
The rep is displayed at the top left of the engineering screens.
Engineering rep 3 or better will generate invites to other engineers. The max is rep 5.
Delivering commodities to engineers does not apply except when an engineer asks for a specific commodity.

Remote engineering is best done after reaching module grade 5. If only grade 3 that's all remote will do.
Remote engineering DOES NOT increase engineering rep.
Experimental effects can only be applied at the engineering base.
Apply materials to the module grade until the next level opens up. No need to totally complete each grade.

Frontier's goal with engineering is to have the player try out many different play styles in the game. Even
if one isn't appealing the player gains a lot of experience and more importantly confidence in the game.

There is a lot to learn and this excellent Inara site has all the engineering requirements.
