Lower ranks are in general easier to obtain. The higher you go the more missions you'll have to do before seeing "naval progression" missions.

Your best bet, and that's how i got to rank of knight is: go to a minor faction, build up your rep with them doing missions or turning in bountys/explore data, wait for naval progression mission. Than move to another minor faction and repeat the same. I find it hard to get several naval progression missions from the same minor faction.
 
Only 2 days ago you could have bought it with a rank of "serf" and if i recall it correctly it took me not more than an hour to get that rank.

Dunno if you can still buy it with "serf" rank or if they reverted it back to "master". Either way it shouldn't take long. They are lower ranks and you can build them up quickly. Reaching a rank of "baron", that's another story :p
 
I've started before the "courier for serf" event.
So I've played several hours (4 or 5 max), time to reach the status "friendly" with both empire and some small factions.
But in any case, I still have no rank mission displayed.

Based on the post from Psycho, it looks that I have to be allied at least with some of those factions before having a such mission. I don't like so much to try to extract the mecanism hidden behind a game, but since there were some issues regarding empire ranks, I don't know if it's intended, or bugged.

This has also been happening to me. But I am fairly certain that it is because the wanted ships I destroy are also aligned with the federation despite being wanted in federation space. I think that this is unfair and perhaps Frontier should make a change which makes it so destroying a wanted ship has no penalty toward your faction regardless of that ships alignment. That way you can bounty hunt in your faction's controlled system without worrying about losing reputation. I am currently bounty hunting in the LP 926-40 system and all factions in that system are aligned with the federation and thus any wanted ship I destroy will decrease my reputation. And again, I think that is unfair.
