The new notoriety is pretty ridiculous for PvE

Then why do you have to wait for the scan result of the fighter of a wanted ship before you are allowed to open fire at it?

That's a bug. They fixed it a while back and then it became unfixed again. Because for some reason bugs in Elite come back even after being fixed.

See? There's no such thing as 'murder' in Elite: Dangerous. Nobody can die, not even bugs.

So there should be no 'consequences', let alone stupidly annoying ones like getting a bounty for shooting at an unscanned but otherwise in fact wanted ship.
Or the one described in the OP, for that matter.

My acceptable analogy on this topic:
I beat some one half to death.
Someone else then beats that same someone half to death.
I should only get an assault charge, unless I hang out to watch.

There is one way they can rectify this. If a ship is clean disable the time limit on the kill steal system. As in it doesn't matter if its 1 sec or 5 min after you accidentally hit the ship that a npc then kills the clean ship, that way your not getting done for murder when you didn't murder the clean ship. Theres got to be a way for them to do that. And would fix this issue. Because the main issue here is getting a murder bounty when you didn't actually murder anyone. The rest of cnp isnt too bad.

Except nobody is complaining that taking someone 50% down and then someone else finishing them off gets a bounty.

If I bump into someone at the shopping center because I'm not looking where I'm going, say sorry, and we both move on, and then a bikie gang comes in and beats that person to death, it would be ridiculous for me to get a bounty on my head.

The best suggestion I've seen so far is a rep based penalty for minor damage against npcs, and for minor damage not to contribute as murder.
 
Think about it this way. Your out in your car driving around and accidentally bump into another car. And you think No harm done all good insurance will pay for it. Then a truck barrels through a red light and kills the other driver. You don't get done for murder the truck driver does.
 
Real life or in game, the thought that we have hardened war combatants who go and put a bounty on an allied friend because a stray round hit a shield is very dumb, and easily fixed.

Nothing has changed with regards to FF except, a higher threshold, an new crime, and easier way to pay it off. Nothing.

That's the point. It should. It's so stupid and unrealistic. For a game that brags about immersion, this falls way short. In the middle of a multi ship battle a stray round might have the friendly sending a private comms saying "Hey watch it!", it would be rep based, and escalate to retaliatory action.

What happens is a few rounds bounce off the shield and you have to disengage the enemy, leave the area, and go pay fines while having allies hunt you down to kill you for a bounty.

It was the faulty premise. I wasn't talking about recent changes, I'm talking about a fundamentally broken part of the game. You're responding to something else entirely but quoting me. Please don't.
