Except nobody is complaining that taking someone 50% down and then someone else finishing them off gets a bounty.
If I bump into someone at the shopping center because I'm not looking where I'm going, say sorry, and we both move on, and then a bikie gang comes in and beats that person to death, it would be ridiculous for me to get a bounty on my head.
The best suggestion I've seen so far is a rep based penalty for minor damage against npcs, and for minor damage not to contribute as murder.
I accidentally knock over a cyclist with my car. Ah crap, sorry m8. Yes, I probably should be more careful about where I drive the car; but sometimes there can be unexpected movement and there's always the very small chance.
Before I can ask them if they are okay, another motorist playing NEVER GONA GIVE YOU UP at full volume, whooshes through, runs them over, killing them instantly; they immediately crack open a beer, and "ask" me if I have any more they could have because they've run out.
The constables on scene, having witnessed the entire thing, flip the safeties on the assault rifles (and the RPG they just happened to be carrying) open fire on my car and person claiming I am wanted for the death of the cyclist and proceed to unload a not-inconsiderable amount of death. Off to prison I go, after being dead (apparently I got better) and I have to make reparations because the other guy killed someone.
The kicker, is if I just hit-and-run and leave before the other guy runs that cyclist over (apart from the local towns people being a bit irritated at me for someone else's crime) it's all good. And I and I can go visit a priest and be absolved for all my sins - for a small 'donation' of course.
If that cyclist had just robbed a bank? But we didn't know they had yet? Same thing happens.

You know, back in the day when I supported Frontier via Kickstarter for Elite (because, like DE with Warframe, Frontier couldn't get a break pitching ED, and needed help, to realise their vision) I don't quite recall this turn of events being something the developer was whole-heartedly espousing.

Don't you wish you had an SLF?The exact same thing happened to me today, out collecting mats and entered a Weapons Fire detected threat level 2 , there were 4 ships attacking a T7 , I was in my multi role Python, combat built but light on hrp’s, I tagged one the other marauders whilst attacking the other , which then was killed by the system police and I got a 5000c murder bounty , and a message saying the ATR cops will be on me in one minute, needless to say as soon as I got the bounty I jumped out , I didn’t fancy paying 5k bounty and a rebuy , so I docked at a low security outpost and went for a coffee , when I came back I found a network disconnect, so I’m thinking it’s on a timer to stop you going afk ...so tomorrow I shall spend a couple of hours in some uninhabited anarchy system, mat collecting in peace and quiet , and the advanced plasma accelerator shall be stored
Some people don't have the time to upgrade all their guns with smart rounds or maybe they don't feel like putting a pretty redundant effect on their guns when there are so many much more better options - But sure trigger discipline!!!! Right? the one and only answer for every player and every combat situation. Really starting to hate those stupid words. Right alongside with consequences for your actions and punishment. In a god damn video game!
Oh and by the way OP used frag cannons where there isn't even the option to use smart rounds as an experimental effect. But I am sure you don't care since you didn't really want to contribute to the discussion in the first place. Not in a helpfull way
