Manufacturer recommendations are made to be on the safe side, since the quality of PSU can vary significantly. If you look at some actual independent tests, you will find, that a good 500W PSU will be perfectly fine for a RX580 (and for 350W TDP GPUs also).While able to run on 500W, a 550W PSU is recommended for the Sapphire.
You can't just go by a certain brand, since there is a lot of relabelling going on. You can even have varying quality within a certain model series.Get something good - like a Seasonic or Corsair 650W
A bequiet Straight Power 11 500W or Pure Power 11 500W are recommendable PSUs, due to component quality, safety mechanisms and low noise.
If you look at efficiency charts, you can see modern PSUs only loose a bit in efficiency on 60 to 100% load. The difference is so small, that you are probably not get to a break even for buying a more expensive, twice as powerful PSU during the lifetime of the computer. Also more powerful PSUs tend to have a noisier fan. It is not worth it.If you want a good PSU you should take a look at bequiet.
By the way, a PSU runs most efficient at 40-60% usage, so if your system requiers 300W you need a 550-650W PSU unless you want to waste most of the energy.
