The Federation has no interest in BGS or PP in itself as the Federation simply has better stuff to do than farming NPC kills, delivering exploration data, trading on their own markets or doing missions. The Federation usually does its job with agencies or just invading systems but since that's not possible in Elite, or any kind of fast and instant progress where reaction wouldn't be possible, the Federation does nothing except waiting for FDev to balance PP and the BGS and offer non-grind oriented activities to influence the BGS.
