yeah, i didn't see that point.
In most case anaconda are alone but what happends if you have this configuration :

4 anaconda
- You can't be defeat if you have more than 1 SCB

Are you picture PvE primarily?

An example - Three CMDRs in Cobras interdict a fairly highly spec'd CMDR in an Anaconda. I think it would be fair to say, with only once SCB charge to use (as you suggest?), the Anaconda's chances of surviving/winning have been greatly reduced. It cannot dodge the attack as such, it has to sit there and basically soak it up.

With my approach, assuming the Anaconda has fitted a large SCB, they will get for example three uses over a reasonable time frame.
 
Actually for exemple [Manage to be in the 6 hours of the ship] :
1v1 : Eagle / Vulture / Cobra / Viper / FDL > Anaconda [Better manoeuvrability but you need forever hours to destroy the ship, i will jump out]
1v1 : Eagle / Vulture / Viper > FDL

In all case, a better agility ship will destroy a low agility ship. With or without SCB. The only effect of SCB is to make combat very longer !!

In PVE Ia are dumb but in PVP, this rules will apply. In Fact if IA wasn't so dumb, you can't with any ship win a 1v3.
SCB change nothing to this, except that Anaconda will take forever to be destroy but in this time if the pilote are good, anaconda will never see the opponent in is 12 hours.

So what the point to have a bigger ship, you can destroy target more quickly. But for anaconda : In theory, he can't be alone, it's a huge ship so he need small ship to protect him.
 
Are you actually suggesting as regards 1vs1 combat, Eagle > Anaconda?

You're basing your SCB suggestions on this?

Tell you what, let's meet up in an anarchy system... I'll bring the Anaconda! :)

If the eagle manage to be rigth in your truster, you can't do anything (he will take 45 minutes to take down you shield with pulse but you can't hit him (Turet can't shoot at this location))
But if the eagle stay more than 2 seconds in your range of fire (Every where except truster area) he will die :D

If you told me that you can manage to have a eagle in your 12 hours after let him reach your truster, i can't believe you ;)
Agi : 2 vs 10, Top speed, etc...

Re-tool cell banks to quickly recharge shields that have dropped. A cell bank can quickly recharge a large portion of the red circle to get your shields back up quickly.

If it were a vote this would be my choice

It would add variety to the combat in a lot of ways and would mean that even if a lot of SCB's are stacked there would be *some* hull or module damage getting through mid fight.
