Well in open I usually manage to see who is attacking me, and fight back a bit, looks like in solo I got a head or rather powerplant shot the moment I showed up, so it looks way more dangerous?

Whilst I am a great lover of bacon myself, (it would be a part of every breakfast and some dinners if I could eat it every day) but there are a few vegetarians (and religions) that would not agree, that said I applaud your efforts to unite the planet, I think bacon rates higher than kittens, maybe slightly below world peace.
The good thing is the people that don't like bacon don't tell me I can't eat it, likewise I don't try to tell them how great it is and what they are missing, how their life would be better with bacon, I could always suggest they just try it, they might like it if they would just open their minds, I doubt my boss would appreciate it though, I guess HR would have something to say too.
Even people that like bacon disagree a little, I once asked how long my bacon sandwich was going to be (I have been going there years & know them all well, it was tongue in cheek, but I was the only one waiting at that time and it was taking a while), the manager said, "wont be long sir, it takes a little longer to cremate it". What I took from Commander Demiga's suggestion was that there might be a consensus that activities carried out in solo mode are "safer/unfair" as there is no chance for other Commanders to oppose them.

Of course they are, leveling up in the shadows of solo mode where we cant fight them, have you seen one yet?, getting their uber ships to come into open and grief us all, it will happen mark my words and when it does it will not be pretty.
Maybe we should all change our minds and agree to banning mode switching, that would stop the Thargoids getting cheap credits in solo then griefing us in open, lol lets troll the Thargoids, if we make them start again in open they might all quit ED, See that I just saved the universe

Definition of "Consensus" : A general agreement.
There is no such general agreement, and alluding to a consensus would seem to be purposefully misleading. Previous comments do show PvP leanings and bias toward open play.
PvP is a plus, but there should be no need for PvP interaction, the game should stand on it's own.
No commander should be forced to play the role of victim in the open play (griefers paradise); and no commander should be have their participation in a community grind event marginalized, simply because they have chosen to not play in the same place as licensed adversarial thugs (adversely affecting the game experience of others..).
Other methods of making commanders play in open should be followed. Engaging players with compelling game content, not simply forcing a PvP survival environment on everyone because it's an easy option.

This decision is quite simple to see now...do something to bring equivalence to the various modes, do nothing, or come up with some brilliant change that makes everyone happy. After that, everyone playing the game will decide what they think of the changes, or the lack thereof.
